THE FIGHT AGAINST CYBER CRIMES IN CAMEROON
Abstract
This research examines “the fight against cybercrimes in Cameroon” which begins with chapter 1. General introduction which started as a result of the introduction of information and communication technology in Africa and Cameroon in particular, statement of the problem which discusses on the significant challenge to the society, research question which include general and specific research questions, objective of the study which is divided in to 2 specific research objectives and general research objective, research methodology which adopted a qualitative research Methodology, the scope of study, justification for the study which deals with reasons why we should fight against cybercrimes.
Chapter 2. Talks about the conceptualization of cybercrimes in Cameroon.
Chapter 3. Talks about combating cybercrimes in Cameroon.
Chapter 4. Finally chapter 4 talks about the effectiveness , challenges in combating cybercrimes in Cameroon and recommendations made by the researcher
CHAPTER ONE
INTRODUCTION
1.1. Background of the study.
Before the coming of information and communication technology, African was regarded as a dark continent. Thereafter the development of information and communications technology was extended to Africa and the rest of the world. Wartalia and Jenning work was to the effect that information and communication technology especially the internet has not only affected the world economy as a whole, but has also impacted the society at large.
Also the word is currently undergoing massive transformation as a result of digital revolution. This transformation is similar to the situation from apprenticeship to universal schooling that occurred in the 19th century as a result of industrial revolution according to the epistemology of Collins and Richard Halverson. This new technology has created new opportunities from some marginalized group as Africa wherein they can now be able to share knowledge based on the use of the internet, students find learning easy because of available internet service to carry out research through Wikipedia.
With the presence of this new technic, the old traditional method was challenged. This is because the new learning system helps people of all types and age to be able to study on their own and at their convince and how they want to study.
Despite the words enjoyment of information and communication technology, it has been confirmed heavy price which discourages many poor people from affording one for themselves and had also let to what is called unintended consequence of Cybercrimes.
In Cameroon, illegal activities are carried out through the wrongful use of internet to scam other person. Cybercrimes can be said to be the use of the computer and the internet to defraud another of his wealth or his property.
And because of the high or increasing rate of cybercrimes Cameroon is executing efforts to solve this problem through the implications of new laws and policies software and being developed and cyber security equipment are being purchased to enhance the fight against cybercrimes.
Cybercrimes originate from the use of computers. This is a crime which involves the use of a computer and network. There are many privacy surrounding cybercrime when confidential information is inserted lawfully or cybercrime across international borders and involves the act of at least one nation-state which is sometimes known as cyber warfare.
Cybercrimes have been defined in several ways but it can essentially be regarded as any crime which can be done with the use of digital technology which may include; computers, mobile phones smart devices (for example: internet connected camera, voice assistants).
In the fight again cybercrimes, McAfee device were created which is a premium antivirus that detects malware in real time keeps your device safe from online threats, also there was the creation of (CSR) content security reporter which is a reporting software solution that helps you to identify and analyze a broad range of data collection from your network device. All these were means put in places to identify cybercrimes on the internet.
1.2. Statement of the Problem.
There is the problem of inadequate legislation to combat cybercrimes. Legislation is the process or result of enrolling, enacting, or promulgating laws by a legislature, parliament, or analogous governing body. Because the legislative arm of government has not yet promulgated on further laws to eradicate cybercrimes, it is a limitation to the forces of law and order to act above their capacity.
There is the problem of online content which makes it difficult to trace cyber criminals.
Cybercrime is an ongoing threat. You might think that the only form of cybercrime you have to worry about is hackers stealing your financial information. But it may not be so simple. There are far more concerns than just basic financial ones.
Cybercrime continues to evolve, with new threats surfacing every year. When you hear and read about the range of cybercrimes out there, you might be tempted to stop using the internet entirely. That’s probably too drastic instead; it’s a good idea to know how to recognize cybercrime, which can be the first step to helping protect yourself and your data.
Taking some basic precautions and knowing who to contact when you see others engaged in criminal activities online are also important steps. You might want to learn how to prevent cybercrime, but here’s the thing: You can’t. You can, however, take precautions to help protect against the speed at which these cybercrimes are speed.
Became of rapid spread of Cybercrimes it is very difficult to stop Cybercrimes in Africa and the world at large this is because many young people both males and females who are lazy engage in to this activities because they believed it is easy and less stressful. The instructions are not very competent in terms of technological known how.

This is what the researchers seeks to answer in the course of carrying out his research . This research question can be categorized under general research question and specific research questions.

This research questions aims are showing how effective are legal frame work in the fight against cybercrimes in Cameroon.
1.3.2. Specifics Research Question.
- What is cyber criminality?
- How effective are the legal framework and institutional framework in the fight against cybercrime?
- What are some of the challenges faced in the implementation of law to combat cyber crimes?
- What policy recommendations have been made to address this issue?
