COMMUNICATION AS A REMEDY TO URBAN DISORDER IN CAMEROON
Abstract
Urban chaos appears unavoidable considering that all social classes inhabit cities. Individuals from various residences, backgrounds, and training converge to form a city. Therefore, occurrences such as noise, theft, gang presence, and other unpleasant events are inevitable. Effective communication can ameliorate the issues related to urban chaos, which is the focus of this study, as it evaluates communication as a solution to urban disorder, drawing evidence from Douala councils.
The researcher employed an exploratory case study methodology, wherein qualitative data was gathered through in-depth interviews. The target demographic for this research encompasses all departments and units tasked with addressing urban disorder within Douala councils.
The study utilized qualitative and quantitative data that were collected and analyzed. The primary technique for gathering data was the semi-structured interview method, alongside the use of secondary data. An interview guide was prepared for the sample population.
In alignment with the research objective regarding how communication serves as a tool to combat urban disorder, it was ultimately determined that a communication plan to address urban disorder exists; however, most councils lack a formal communication strategy.
Regarding the forms of communication employed by Douala councils to tackle urban disorder, this research concluded that all five Douala councils and the city council utilize printed banners. Additionally, all five Douala councils and the city council regularly invite media outlets like Canal 2 International, My Media Prime, Equinox TV, STV, and CRTV.
The study further established that the communication team has engaged in awareness campaigns with chiefs and quarterheads concerning urban disorder. It was advocated that the council should collaborate with the Anti-Corruption Commission (CONAC) to impose stringent penalties on those who engage in wrongdoing. Moreover, particular attention should be directed towards the actions of council police, as they are often involved in soliciting bribes from the populace, permitting them to conduct commercial activities in unauthorized areas.
Additionally, it was recommended that there should be complete decentralization of authority, enabling the communication departments of all five Douala councils and the city council to implement prompt communication strategies to address any urban disorder before it escalates.
