ASSESSING CAMEROON’S ADHERENCE TO THE 1951 REFUGEE CONVENTION: CHALLENGES IN PROTECTING NIGERIAN REFUGEES AMIDST THE BOKO HARAM CRISIS.
Abstract
This thesis investigates the responsibilities of the Cameroonian government towards Nigerian refugees, focusing on compliance with the 1951 Refugee Convention and its 1967 Protocol amidst the ongoing Boko Haram insurgency. With over 350,000 refugees displaced primarily due to armed conflict and persecution, the study contextualizes the escalating refugee crisis in Cameroon, particularly following the surge in Nigerian refugees since 2014.
The research identifies critical failures in the government’s obligations, including the forceful repatriation of refugees, which directly contravenes international human rights standards and the principle of non-refoulement.
The thesis employs theoretical frameworks such as remedial responsibility and burden-sharing to analyze the complexities of refugee protection in Cameroon. It explores the socio-economic implications of hosting a large refugee population, highlighting the strain on national resources and security concerns. Specific objectives include assessing the reasons behind governmental failures in fulfilling refugee responsibilities, examining the lived experiences of Nigerian refugees, and investigating the associated costs of these obligations.
The findings reveal systemic issues, including inadequate protection, poor living conditions, and reports of abuse, which undermine the safety and dignity of refugees. The study emphasizes the need for greater accountability and adherence to international legal frameworks to safeguard refugee rights.
