AN APPRAISAL OF THE 2014 TERRORISM LAW IN COUNTERING TERRORISM IN CAMEROON
Abstract
After several years of living in peace and harmony, the state of Cameroon is now threatened by different terrorists groups from different regions of the country. The aim of this thesis was to assess the impact of the 2014 anti-terrorism law in Cameroon.
Specifically the researcher assessed the knowledge and perceptions of the grass root population on terrorism and terrorism law in Cameroon, investigated from the grass-root perception the main drivers that will push a youth to join a terrorist organisation and scrutinise the effectiveness of the counter terrorism measures put in place by government from the view point of the grass root population in the Far North region, North West and South West Regions of Cameroon.
Both primary and secondary data were used for this study. Primary source of data was used for collecting information. Documents from online journals and websites were also used. And data from the questionnaires were analysed using descriptive statistics. A sample of 400 was chosen but a total of 384 questionnaires were analysed and findings from the first research objective showed that respondents have inadequate knowledge concerning terrorism and counter-terrorism laws in Cameroon.
Also findings from second research objective reveals that among the numerous factors which push youths to joining terrorists organisations, the most popular reasons were ; the sought for revenge over police/army brutality, the search for group based identity, grievances over loss of people/things of great importance, glory and respect and frustration, depression and trauma.
Finally findings of the third research objective stipulates that government efforts in combatting terrorism in Cameroon is below 50 percent; hence the government is not doing enough to counter terrorism in Cameroon.
The study therefore recommends that the government does more to educate its citizens on terrorism laws in the country and also the government should protect the youths from police brutality as it was seen to be one reason why youths join terrorist groups. Youths should be protected to leave in peace, without fear in the fatherland.
