THE ANTI-CORRUPTION FRAMEWORK IN CAMEROON AND HOW IT AFFECTS THE RIGHT TO DEVELOPMENT
Abstract
Corruption is a severe issue that affects human society all over the world. It is so prevalent in Cameroon that not even the church is immune to it. According to Transparency International Indices, Cameroon was the world’s most corrupt country in 1998 and 1999. Its consequences extend across all sectors, public and private.
It is a problem that has plagued Cameroonian society, diverting monies meant for development and weakening the government’s ability to deliver basic services like appropriate healthcare, power, and infrastructure development.
The government in an effort to eradicate corruption and enhance the right to development has put in place legal, institutional and policy frameworks to combat the ill, yet the phenomenon still prevails.
This study, therefore, intends to critically assess the prevalence of corruption and its impact on the right to development. The study employs qualitative research technique, which includes a content analysis of primary and secondary data.
This study reveals that corruption prevails in Cameroon due to a lack of political will to implement anti-corruption laws, particularly Section 66 of the constitution, which requires public officials to declare all of their wealth and assets at the beginning and end of their mandates, among other factors.
In conclusion, the predominance of the phenomena stifles economic progress and human rights protection, particularly the right to development. It increases the country’s debt, generates turmoil and political instability, brain drain as skilled labor leaves for brighter pastures, and results in poverty and low living standards.
The research concludes that political will and thorough execution of Section 66 of the constitution will be a significant step toward eliminating corruption in Cameroon.
If Cameroon must be corruption free as Finland, there must be committed leadership with a strong political will to inculcate the principles of accountability, honesty and patriotism in the management of public affairs and national resources for the common good of all.
