THE ROLE OF PROCUREMENT IN THE EFFECTIVENESS AND EFFICIENCY OF ACTIVITIES OF HUMANITARIAN ORGANIZATIONS IN CAMEROON
Abstract
Global statistics show that the number of displaced people is increasing year after year and this is mostly caused by conflicts, war, violence or persecution. Humanitarian organisations have become a major source of assistance to the displaced persons. Despite the help they receive from these organisations, it seems inadequate as these displaced persons are still in dire need. This poor performance of humanitarian organizations is usually attributed to the ineffectiveness and inefficiency of their activities.
These organisations often fail to identify the needs of the population and also do not deliver goods on time. This study sought to assess the role of procurement on the effectiveness and efficiency of the activities of humanitarian organizations in the South West region. The study used a Multi-phase sampling technique and a sample of 113 of procurement officers and 113 of beneficiaries of the activities of these humanitarian organisations.
Data for this study was analysed using both qualitative and quantitative methodology. Estimation was done by OLS. Results from the regression analysis showed that the effectiveness/efficiency of the activities of humanitarian organizations is affected by need identification and goods delivery time.
The study however recommended that the needs of the beneficiaries should be investigated before procurement so as to purchase goods that the beneficiaries really need. This will help in making the beneficiaries satisfied with the goods supplied to them and also goods should be delivered to beneficiaries at the time they really need it.
