ANALYSIS OF PROBLEMS OF PROJECT FINANCE AND IMPLEMENTATION: CASE OF THE NATIONAL EMPLYMENT FUND YAOUNDE
General Introduction
We carried out our internship at the FNE more precisely at the Service of Independent Employments. The National Employment Fund is a non-profitable governmental organization whose mission is the promotion of employment throughout the Cameroonian territory.
Here they help young Cameroonians to build up their professional life and to become entrepreneurs. They are specialized in many aspects when it comes to creating jobs for the jobless citizens of our country.
Apart from helping citizens find jobs, they also help and build them up so they can become entrepreneurs with the capacity of creating employment for themselves and other people. They do this through counseling, helping the entrepreneurs build up his business plan, carrying out his feasibility study, etc…
They even go as to help people get training in a particular domain, be it digital marketing, stylist, accountancy, baking, and plaiting. In order to carry out our study successfully, we will present our work in four chapters.
The first chapter shall be on the presentation of the enterprise, while the second and the third chapter shall be literature review and internship activities, the fourth chapter shall be on analysis made and finally we shall have the conclusion and recommendations.
CHAPTER ONE
GENERAL PRESENTATION OF THE NATIONAL EMPLOYMENT FUND
When a person is said to be unemployed, it means he does not have a job that provides money, therefore we can say that unemployment is the number or rate of people who do not have a job which provides money.
In our Country Cameroon, unemployment is very well present and the economic situation is not getting any better but as compared to the past years, the young and old unemployed people, are more than capable of fending for themselves thanks to various structures like the National Employment Fund whose mission is to promote employment throughout the Cameroonian territory.
This helps reduce the rate of unemployment even though the percentage is still very high. Today people are more conscious of the fact that employment is not always that easy to find so they become entrepreneurs and create their own enterprises which on the other hand helps to create jobs for the jobless.
SECTION ONE: History and Evolution of the National Employment Fund.
1 History
The economic crisis that struck Cameroon at the beginning of 1986, led in 1988 to the enuy of our country into a Structural Adjustment Program (SAP) with the donors that are the World Bank and the International Monetary Fund. To accompany this SAP, the government, in agreement with the donors, had to set up a “Social Dimension” called (DSA), with a high priority given to employment, n anticipation of the expected adverse effects on this market.
Thus, was created the National Employment Fund on the 27 of April 1990 by presidential decree 90/805 with Mr. Samuel KOND0 as the president of the administrative council and Mr. Louis Ambellie as the director on the 03 May 1990. It became operational between 1991 and 1992 and benefits a financial and judicial autonomy. Being a privilege instrument of the government, it is at the service of various enterprises and job seekers. It should be noted that its main resource comes from the contribution of 1% of the salaries of each working citizen in the country. 2
- Evolution
The installation and meeting of the first administrative council took place on the 12 of September 1990 and some of its activities like the welcoming and orientation of candidates took place later on the 06 of May 1991 alongside the beginning of functions by the new general manager Mr. MOUTE a BIDIAS on the 12 of July 1991 till date.
The Douala branch for the Littoral was opened on the 21l of April 1992. The National Employment Fund has made a considerable evolution on the social plan: it went from a few workers to 500 people found all across the national territory.
- Mission
As defined since its creation, the general mission of the FNE is the promotion o employment throughout the Cameroonian territory through the following axes:
- Dissemination of information on the labor market;
- The insertion in the production circuit of young Cameroonians looking for a first job
- The reintegration of dismissed workers from public, para-public or private sector enterprises for economic reasons;
- The design, funding and monitoring of programs related to:
- On-the-job training
- Formal training
- Self-employment
- Support for the creation of micro-enterprises
- And possibly any other program depending on the requirements of the labor market
These axes can be summed up in a simpler way as follows:
- Intermediation between job seekers and businesses;
- Professional training;
- The creation of activities (promotion of self-employment and micro-employment):
- Dissemination of information on the labour market.
SECTION TWO: Organizations and Operations
- Structural Organisation
The FNE consist of the following organs:
- Board of directors: This is the decision-making body of the FNE. In this capacity, it ensures the accomplishment of the mission assigned to the FNE.
- The general direction: The General Management of the FNE is provided by a Director General, possibly assisted by a Deputy Director General, both appointed by decree. The Director General represents the FNE in the acts of civil life and in court. As part of the day-to-day management of the FNE, it ensures the execution of the decisions of the Board of Directors and reports on its activities to the latter.
- The 16 Regional and Local Agencies: are administered by the Directors. It should be noted that there are 02 types of directors: a regional director and a director for local agencies. They are responsible for the execution and implementation of programs designed and developed by the General Management, after validation by the Board of Directors The financial resources: they come mainly from the employer contribution of 1%, deducted from the payroll of all the companies in the Cameroonian territory. This tax is collected and paid into the account of the Treasury which plays the role of banker for the Public Administrative Institution, of which the FNE is a part.
