Abstract

This study is aimed at understanding the challenges of financing councils in Mundemba. This study main findings is that, despite the enactment of  laws on the financing of councils, there are existing barriers witnessed by Mundemba Council  in the implementation of the laws permitting revenue generation, among these are:  poor economic environment not favourable to generate revenue through tax collection and the presence of unskilled human resource.

The study used a mixed methods approach consisting of both qualitative and quantitative research methods. The study also affirmed that, local financing is greatly affected by internal and external factors. This study recommends that, a context based reforms be harnessed while external sources of finance prioritize. Some solutions were proposed to Mundemba council on how local finance can be generate to keep the actions of the Council afloat.
