THE EFFECT OF DEVELOPMENT STRATEGIES ON ORGANIZATIONAL PERFORMANCE IN UB
Abstract
Introduction: Organizational performance in higher education institutions, particularly in developing countries, is increasingly dependent on the effective implementation of development strategies. The University of Buea, Cameroon, faces challenges such as inadequate infrastructure, limited funding, and high graduate unemployment. This study explores how Human Resource Development, Technological Innovation, and Curriculum Development influence the organizational performance of the University.
Methodology: The study employed a descriptive cross-sectional design and was conducted at the University of Buea. A stratified sampling technique was used to select 50 respondents across various faculties, including academic and administrative staff as well as students. Data were collected using structured questionnaires and analyzed through both descriptive and inferential statistics to examine the relationship between the development strategies and organizational performance. Results: Findings indicate that all three development strategies have a significant positive impact on the organizational performance of the University. Human Resource Development enhances staff productivity and morale, Technological Innovation improves administrative and academic processes, and Curriculum Development ensures educational relevance and student engagement. The combined effect of these strategies leads to improved stakeholder satisfaction, academic quality, and operational efficiency.
Conclusion: The study concludes that development strategies play a critical role in enhancing organizational performance in higher education institutions. For institutions like the University of Buea, strategic investment in HRD, technology, and curriculum reform can yield substantial improvements in performance outcomes. The findings provide valuable insights for policymakers and institutional leaders seeking to strengthen university governance and sustainability in developing contexts.

Furthermore, there is a lack of comprehensive research that examines the interplay between different components of organizational performance and how they are influenced by specific development strategies. This study aims to fill these gaps by providing a detailed analysis of the relationship between development strategies and organizational performance at the University of Buea.
The existing literature reveals several lapses and controversies regarding the relationship between development strategies and organizational performance. One notable gap is the limited understanding of how contextual factors, such as cultural and socio-economic conditions, influence the effectiveness of development strategies in higher education institutions. While some studies have acknowledged the importance of context, they often fail to provide empirical evidence on how these factors shape the implementation and outcomes of development strategies (Alfes et al, 2021). Additionally, there is a lack of consensus on the most effective types of development strategies for enhancing organizational performance, with some researchers advocating for a more holistic approach that integrates various strategic dimensions, while others emphasize the need for targeted interventions.
Moreover, the existing research often overlooks the role of leadership and governance in shaping the success of development strategies. Effective leadership is crucial for fostering a culture of innovation and accountability, yet many studies do not adequately explore how leadership styles and practices impact the implementation of development strategies and, consequently, organizational performance (Rodell, 2020). This study seeks to address these gaps by examining the specific development strategies employed by the University of Buea, their impact on various components of organizational performance, and the contextual factors that influence their effectiveness.
1.2 Problem Statement
In the global context, organizational performance has become a critical concern for institutions striving to remain competitive in an increasingly dynamic environment. Despite the recognition of the importance of effective development strategies, many organizations continue to experience poor performance outcomes.
Research indicates that without these strategies, institutions struggle to enhance performance metrics across various sectors, including education, healthcare, and business (Becker & Huselid, 2018). The failure to prioritize strategic planning often results in organizations being ill-equipped to adapt to evolving market demands, leading to stagnation and inefficiency. This lack of adaptability can manifest in various ways, such as declining productivity, low employee morale, and ultimately, a failure to meet stakeholder expectations (Kaplan & Norton, 2001). Consequently, the inability to implement effective development strategies can severely hinder an organization’s long-term sustainability and competitiveness in the global market.
In developed countries, while institutions have successfully implemented strategic frameworks that align their missions with market demands, there are still significant challenges that lead to poor organizational performance in certain areas. For instance, despite the integration of advanced technologies and data analytics, some institutions struggle with the effective utilization of these tools, resulting in suboptimal decision-making processes (Hassan, 2020).
Additionally, the reliance on stable governance structures does not guarantee success; many institutions face issues related to bureaucratic inertia and resistance to change, which can stifle innovation and responsiveness (Mintzberg, 2009). As a result, even in developed nations, there are instances of poor performance outcomes, such as low student engagement and retention rates, which highlight the need for continuous improvement initiatives that foster a culture of excellence (Baker, 2018). This indicates that the mere presence of resources and frameworks is insufficient if they are not effectively leveraged to enhance organizational performance.
In developing countries, the implementation of strategic development strategies is often fraught with challenges that lead to significant organizational performance issues. Resource constraints, including inadequate funding and limited access to technology, severely impede the effectiveness of strategic initiatives (Ngwa, 2019). Many institutions are burdened by bureaucratic inefficiencies that stymie their ability to engage in meaningful strategic planning, resulting in poor educational outcomes and diminished institutional credibility (Mokogwu, 2019). The lack of skilled personnel further exacerbates these challenges, as institutions struggle to attract and retain qualified staff who can drive performance improvements (Ogunyemi, 2020). Consequently, the performance gap between institutions in developing countries and their counterparts in developed nations continues to widen, underscoring the urgent need for tailored development strategies that address the unique challenges faced in these contexts.
In Africa, the situation is further complicated by a myriad of socio-economic factors that significantly hinder organizational performance. Many institutions grapple with persistent issues such as political instability, inadequate infrastructure, and a lack of skilled personnel, which collectively undermine their ability to implement effective development strategies (Ngwa, 2019). For example, political instability can disrupt funding streams and create an unpredictable environment for educational institutions, leading to poor performance outcomes such as low graduation rates and insufficient educational quality (Adebayo, 2018). Additionally, inadequate infrastructure limits access to essential resources, further exacerbating the challenges faced by institutions striving to enhance their performance (Mokogwu, 2019). Understanding these specific barriers is vital for crafting solutions that can lead to meaningful improvements in organizational performance across the continent.
In Cameroon, while the institutions have made strides in adopting strategic initiatives aimed at improving educational offerings, there remains a significant lack of empirical evidence regarding the effectiveness of these strategies in enhancing performance across various dimensions, such as student outcomes and operational efficiency.
