THE EFFECTIVE USE OF PUBLIC RELATIONS IN PARASTATALS. CASE STUDY: MTN AND ORANGE CAMEROON
Abstract
The study under investigation is; ‘‘effective use of Public Relations in parastatals; a case study of Orange and MTN Cameroon in Buea’’. These two parastatals represent communication networks parastatals in Buea respectively.
The research focuses on the following; how public relations can be used in the successful management of parastatals? What role public relations officer plays in the management of parastatals. The usage of other channels to determine the success of the organization’s output and how public relations officers enhance audience relationships in the management of parastatals.
Primary data for this study was collected from the staff and partners of these parastatals. From the data, it was inferred that; public relations is an imperative tool in every organization. The findings also proved that the successful management of public relations officers in parastatals will determine the success of the organization’s output.
CHAPTER ONE
INTRODUCTION
1.1 Background to the study
Public Relations (PR) is an umbrella term, many organizations prefer different names of PR such as corporate communication, corporate affairs, public affairs, or even global communication to describe the public Relations function; their primary aim is to develop the mutually beneficial relationship between an organization and its public.
Although Public Relations is a 20th-century term, the roots of the practice go back to ancient Egyptian, Greek, and Roman times. During the ancient beginnings, apostles used speeches, letters, and stage events to attract attention, gain followers and establish new churches. In America, private companies attracted immigrants to the new world through promotions and glowing accounts of fertile land. The American Revolution in part was the result of such staged events as the Boston tea party and the writing of the federalist papers.
The 1800s were the golden age of press agents. F.T. Barnum pioneered many techniques that are still used today. In addition, the settlement of the west was due in large part to promotions of land developers and American railroads. Towards the end of the 19th century, corporations started using Public Relations as a response to public criticism of their policies and actions.
From 1900-1950, the practice of Public Relations was transformed by individuals such as Henry Ford, Ivy Lee, George Creel, Edward B. Barneys, and Arthur page. The concept moved from the press to the more journalistic approach of distributing accurate public information. The period from 1950 – 2000, saw the consolidation of public Relations as a major established force in American society. As the United States (US) population grew, the economy expanded and big business became the norm, organizations found it necessary for Public Relations specialists to effectively communicate with the media and a variety of publics.
At the turn of the century, Public Relations was widely considered a management function. Its purpose was to engage in reputation management and to build a mutually beneficial relationships with various constituencies. A major trend in Public Relations has been the influx of women in the field. Women now comprise 70% of PR practitioners in America. This has raised questions about gender discrimination, why women hold tactical than managerial positions, and whether there is still a “glass ceiling”.
1.2 Statement of the problem
The very essence of establishing PR Departments in most organizations is to manage crises. The PR Officers are responsible for writing out press releases for the organization during the crisis, media contact, fundraising, and most importantly build the mutually beneficial relationships between the organization and its publics.
Most organizations today strive to use PR to attain their objectives and to sustain the fundamental nature of their organization’s face. The establishment of PR departments in most companies, industries, organizations, firms, parastatals, and even government institutions, shows the importance of PR.
Despite the fact that PR is a vital tool in all contemporary organizations today, institutions do not effectively make use of their PR Officers. Instead, most parastatals favor other departments like; advertisement and marketing departments. In essence, we will examine the effectiveness of role Public Relations plays in parastatals like Mobile Telecommunication Network and Orange Telecommunication.
1.3 Research question
In order to address the issue raised in the problem statement, this problem needs to be addressed.
- To what extent is Public Relations an effective tool in the successful management of parastatals?
- Does a public relations officer play a vital role in the successful management of parastatals?
1.4 Hypothesis
- Parastatals do not effectively make use of their PR Officers in the management of their organizations.
- In parastatals, other channels determine the success of the organization’s output.
1.5 Objective of the study
The objectives of conducting this research are;
- To evaluate the use of PR in parastatals and how it impacts the very essence of the organization’s image
- To unearth the reasons why most parastatals do not effectively or effectively make use of PR.
- To uncover the effectiveness of PR in parastatals
- To assess the role Public Relation plays in crisis management in parastatals
