Abstract

The aim of this study was to investigate the relationship between Local-local inter-governmental relations and the development of Limbe councils in the southwest region of Cameroon. Local-local inter-governmental relations play a vital role in the development of the community. In spite of this, local councils fail to collaborate with one another.

However, Local governments fail to collaborate with each other and this decreases their efficiency in providing utilities to the public. Some theories used in this study are System theory by David Easton (1953), Power theory and the Collaborative governance theory. The research design used in this study was the mixed research design, implying both quantitative and qualitative data was used. The study population was made up of Councilors, mayors, deputy mayors and other local council executives and staffs of the Limbe councils.

The researcher sampled 100 respondents using the purposive sampling method. However, the respondent rate for the study was 94 percent implying just 94 out of the 100 targeted respondents completed the survey. The purposive sampling technique was used to select participants for the study purposely because they work in the Limbe councils.

This study analyzed collected data from interviews and questionnaires. Data from interviews was analysed using thematic analysis while data from questionnaires were analysed descriptively. Hypothesis was tested using Chi Square test. The analysis was made easy through the use Statistical Package for Social Science (SPSS Version 22). The investigation found commercial, legal, political, and financial partnerships between municipal governments.

This study also found that local-local governmental cooperation boost community development. Partnerships improve community service delivery. Finally, council unions fight for public goods and services, which help development. Council unions generate development-friendly investment proposals.
