LOCAL-LOCAL INTER-GOVERNMENTAL RELATIONS AND DEVELOPMENT IN THE LIMBE MUNICIPAL COUNCILS
Abstract
The aim of this study was to investigate the relationship between Local-local inter-governmental relations and the development of Limbe councils in the southwest region of Cameroon. Local-local inter-governmental relations play a vital role in the development of the community. In spite of this, local councils fail to collaborate with one another.
However, Local governments fail to collaborate with each other and this decreases their efficiency in providing utilities to the public. Some theories used in this study are System theory by David Easton (1953), Power theory and the Collaborative governance theory.
The research design used in this study was the mixed research design, implying both quantitative and qualitative data was used. The study population was made up of Councilors, mayors, deputy mayors and other local council executives and staffs of the Limbe councils. The researcher sampled 100 respondents using the purposive sampling method. However, the respondent rate for the study was 94 percent implying just 94 out of the 100 targeted respondents completed the survey. The purposive sampling technique was used to select participants for the study purposely because they work in the Limbe councils.
This study analyzed collected data from interviews and questionnaires. Data from interviews was analysed using thematic analysis while data from questionnaires were analysed descriptively. Hypothesis was tested using Chi Square test. The analysis was made easy through the use Statistical Package for Social Science (SPSS Version 22).
Results from the study revealed that the various forms of partnership between local-local governments include; trade partnership, legal, political and financial partnership. The results of this study also showed that local-local governmental partnerships contribute greatly to the development of the community.
Partnerships contribute to the efficient delivery of services in communities. Finally, results show that council unions also contribute to development as they fight for goods and services that will benefit the entire population. Council unions also bring about positive investment ideas that contribute to development.
