CHAPTER ONE

GENERAL INTRODUCTION

Generally, water supply is the combination of both theoretical and practical activities. It is for this reason an internship program is given for students to acquaint themselves with practical field work, social interactions, work programming and other challenges awaiting them in their various fields of studies when the leave school.

My internship program runs from 4 April 2022 to the 6 of May 2022.The National Advanced school of Public Works addresses letters of internship which students place at any enterprise the students which to carry out their internship.

1.1 Description Of National Advanced School Of Public Works Annex-Buea

The National Advanced School of Public Works Annex-Buea is located in Fako division Southwest region of Cameroon precisely in Buea. It is situated in Clerk’s Quarter at Guinness Street which is opposite the National Advanced School of Post and Telecommunication. It shares boundaries with capitol hotel to the west. It occupies a total surface area of 4544m².

1.2 Historical Background Of National Advanced School Of Public Works Annex-Buea

It was created in 1957, when a meeting focused on the replacement of the Nigerian based training program for Assistant Technicians for Land and Survey held in Bamenda. With a futile attempt in 1962, the Survey’s School was transferred to Buea. The National Advanced School of Public Works Annex-Buea came into existence for the training of Assistant Technicians in Land and Survey for the former West Cameroon in 1965. Later on in 1974, the center was transformed into a public service Training School and attached to the ministry of Equipment, Housing and Lands by a Presidential Decree No. 74/1379 of 2nd April, 1974. It was called Survey School of Buea. Later it was transformed to Ecole Nationale de Technologie” (National School of Technology).

It was charged with the training of category “C” Civil Servants. Another change was made in 1982 by a presidential decree No. 82/464 of 4th October 1982 to the National Advanced School of Public Works Annex-Buea.   It was charged with the training of Civil Servants of cycle “C” and “B1” in the domain of Land Surveying, Civil Engineering, and Town Planning which had only cycle “C”. It was only in 1997 that the Ordinary Technician cycle was created.

Lastly was the Department of Rural Engineering that started last 16(sixteen) Academic years. This department had existed and was closed in 1988 before being reopened in 2003. Following the letter Number 0132/MNTP/SG/EWST/SCS of the 17th of February 2006, a corrigendum note by the minister of public works H.E Martin Okouda made an order for the School to operate a cycle “B2” for Senior Technicians in the academic year 2006/2007. The course was to start with Civil Engineering, as the other Departments were to come up progressively.

The National Advanced School of Public Works Annex-Buea has the following administrative organization:

The Director who coordinates the affairs of the school and then followed closely by the Deputy Director who takes charge of the Academic affairs of the school, he works in close collaboration with the Heads of Departments, cycle coordinators and Bureau Heads to see that activities move smoothly. Next in the hierarchy of the school is the Chief of Service of Administration and Finance who as the name implies takes charge of Administration and Finance affairs of the school. He takes charge of maintenance too. Both the Deputy and the Chief of Service for Administration and Finance relate the daily activities of the school to the Director.

With creation of a Higher Technical Cycle, the post of coordinators of cycles “C”, “B1” and “B2” was created by Service Note No. 0374 of April 7, 2006.
